A system of criteria for evaluating the efficiency of projects in the field of information technologies

Abstract

The software development process requires constant evaluation of the project's efficiency, which will help to adjust the cost with direct control of quality, terms and duration of processes. Therefore, it is necessary to form balanced indicators for evaluating the efficiency of the project, which will reflect strategic and operational activities in a complex interaction as a result of the balanced satisfaction of all participants. At the same time, it is important to highlight and analyze innovative approaches, approaches to project transformation, the movement of material, information, and energy flows. We will evaluate the efficiency of the IT project under Scrum conditions on the basis of a set of criteria that characterize the technological component on the one hand, and the organizational component on the other. That is, we have a multi-criteria assessment. In connection with this factor, it is expedient to classify and calculate the main basic criteria of both organizational and technological components, and to introduce a complex integral criterion of IT project efficiency. The purpose of this study is to form a system of criteria for evaluating the efficiency of an IT project, taking into account the peculiarities of Scrum application. This will make it possible to make effective decisions, taking into account the influence of external environment factors and the internal state at various stages of the implementation of the IT project. A complex integral efficiency criterion has been built, which reflects a generalized assessment of the IT project's efficiency in order to further develop effective management solutions to achieve the set goals. Obtaining qualitative and quantitative evaluations of IT project efficiency in the future will provide opportunities to formalize the method of forming a database of implementation indicators and criteria for evaluating IT project efficiency and information technology of IT project evaluation. This makes it possible to objectively assess the strengths and weaknesses of the IT project in "real time" mode and make prompt management decisions in order to avoid crisis situations
