Strategic management by modern medical institutions
Abstract
Low level of health care in Ukraine, outdated health system both in terms of technology and its organizational structure, the implementation of project approach in all spheres of economic activity point to a need to reform health system at all levels: national, regional and the level of each medical institution. The prospect of joining the European and world community requires the formation of the system of medical institutions to comply with EU standards. The Government of Ukraine adopted a "National Strategy for health reform in Ukraine in 2015 – 2020". However, the efficiency of the planned reforms, which include a significant number of programs, projects and portfolios of projects in health sector, requires a careful consideration of the latest tools and methodologies, including strategic planning and management of medical institutions, to further their application and adaptation to specific Ukrainian conditions of today. Classical model of strategic management by M. Meskon, which includes: the development of mission and objectives, the research of external and internal environments, the analysis of strengths and weaknesses, the formation of strategic alternatives, the selection, implementation and evaluation of strategies, is generally accepted. The basic principles of existing system of medical institutions’ strategic management in Ukraine are considered for further analysis and research of the ways to improve. To ensure its effectiveness it is offered to reorganize organizational structure of management by individual medical institutions and medical complexes to enhanced matrix where the projects (programs) of strategic management and innovative changes would be managed by experienced and professional project manager or project office
