The analysis of statistically unstable project performance
Abstract
Introduction. The change of ecology for the worse, political and economic instability induce to use project methodology for medical branch management. The mentioned factors influence on the state of population health along with general decrease of resources for its improving. Statistical methods of medical data processing are directed on the determination of population health and the interaction of health factors with environmental ones. The aim. The adaptation of the method of statistical real data analysis of medical processes monitoring, represented by time series, in order to use them during medical projects development is the aim of the research. Materials and methods. It is shown that performance indicators of the projects are heterogeneous and suspicious. The use of resistant (robust) estimates and their adaptive modifications to eliminate these properties is expedient. The use of robust statistical estimation allows to obtain unbiased and efficient estimates of controllable parameters even in the presence of heterogeneity. Results. The developed method can be applied for the analysis of the requirements of project product users and all its stakeholders. Conclusion. The comparison of existing approaches to the evaluation shows the availability of the proposed methodology algorithm in managing by project stakeholders
